this is a bit confusing.. OK.. I know that Arizona voted for this here bill which I think is racist & demagogic. Since I think it's a bad idea, you must think it's a good idea (probably because you say it doesn't cause racial profiling).
So far, so good. But the cartoon shows a Mexican kid (harmless) being threatened by some panicky Arizonian. Which I think will basically be the result if this law is enforced.. So the cartoon itself seems to support my point of view.

Then, the caption introduces Obama who, as far as I know, disapproves of the law. So the cartoon shows what the President presents the outcome of the law to be .. which, in your opinion it's not?
.. is that right?
